Coursing through Tennessee's only
national forest, the Ocoee River is one of the world's most scenic whitewater streams.
Like many Americans, I thought my
national forests were protected.
The public planning process established by the
National Forest Management Act of 1976 is excoriated as labyrinthine, but the real objection is that it dissolved the timber triangle's monopoly on making and implementing the nation's forest management policy.
