interspinal ligament

Etymology: L, inter + spina, spine, ligare, to bind
one of many thin, narrow membranous ligaments that connect adjoining spinous processes of the vertebrae and extend from the root of each process to the apex. The interspinal ligaments are only slightly developed in the neck.

The ligament extending from the superior margin of a spinous process of one vertebra to the lower margin of the one above.
