historical significant non-complierA term used by the US Environmental Protection Agency and public health officials for community water systems and nontransient noncommunity water systems that do not comply with one or more drinking-water standards, related to monitoring and reporting, maximum contaminant levels and maximum residual disinfectant. HSNCs range from 1% (Texas), 39% (Alaska and Puerto Rico), to 58% (Arizona).
