A temporary measure that is taken to ensure continuous and systematic surveillance of a building or portion thereof by one or more qualified individuals so as to identify and control fire hazards, detect early signs of fire and notify the fire department if needed, as in the event of an impairment—i.e., when a fire system (e.g., sprinkler systems, standpipe, etc.) cannot perform its designed fire-safety function.
