commissioning

(1) A UK term of art for the process of defining, planning, specifying, purchasing, implementing, evaluating, and monitoring services to meet the health and social needs of a particular population. Commissioners use the available resources to provide appropriate and cost effective services for the populations they serve to enhance their quality of life. Services can be brought in from relevant private companies/third sector organisations.
(2) The act of committing finite resources to separate but interlinked activities.
