cluster care

A system of home care for older adults that allows the needs of many clients who live in proximity to be met by a team of workers.

Nonetheless, New York City policymakers seeking savings in the city's billion dollar Medicaid home care program avoided imposing a "quick fix" and chose instead to phase in and allow outside evaluation of an alternative service model, shared aide or "cluster care" services, designed to deploy workers more efficiently than the traditional one-on-one attendant care system (Feldman, Latimer, and Davidson 1996).
