Whitley systemA compensation system that developed from work done by JS Whitley in 1916, which provided the framework for pay, terms and conditions for UK government employees, which was used for nearly a century. The NHS adopted it in 1948 and despite wide criticism, did not replace it until the introduction of pay bands in 2004.
