More technically, it is a non-frontal synoptic scale cyclone originating over tropical or sub-tropical waters with organised convection and definite cyclonic surface wind circulation

According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), a low pressure area, which had caused substantial damage and casualties in Mindanao, has developed into tropical depression "Lingling" (local code name: Agaton) and is moving at a southeast direction and is already affecting Southeastern Mindanao.
