quangoA type of non-governmental, “arm’s-length” organisation, devised in 1967 by the Carnegie Foundation’s Alan Pifer in an essay on independence and accountability in public-funded bodies incorporated in the private sector. Such organisations would perform governmental functions at a distance—at a so-called “arm’s length”, i.e., without stringent oversight by Whitehall and central government.
