It's a widespread belief that graft and corruption pervades the various stages of the government procurement process, especially in public biddings for projects, supplies and services conducted by the Pre-qualification, Bids, and Awards Committees (PBACs) of all government branches, departments, bureaus, independent constitutional bodies, government-owned and controlled corporations, and local governments.
