non-departmental public body

A national or regional public body in the UK which has government functions, but is not a government department per se nor part of one. While NDPBs operate at arm's length from Ministers, and carry out activities without ministerial involvement, Ministers are nonetheless ultimately responsible for NDPBs’ effectiveness and efficiency.

Such intricate examination of non-departmental public bodies takes place every five years; this just happens to be the first for the Levy Board.
An important point in the study of quangos is the extent to which apparent growth or decline in any one sector has been the result of the extension of state activities or of a rejigging of responsibilities for existing activities, such as: removal of functions from local government; transfers of functions from central government departments; restructuring within structures of appointed bodies; moves from non-departmental public bodies into central departments or local authorities.
The Government is aiming to reduce both the number of and costs incurred by public bodies and has also pledged to review all non-departmental public bodies (NDPBs) at least once every three years.
The request was made last month, as part of the Government's policy of five-yearly reviews of all non-departmental public bodies. This is the Levy Board's first such review.
PCS regional secretary Simon Elliott said: "There are hundreds of people that will be affected and I think the message from our union is that non-departmental public bodies provide vital public services."
Pay packages for every employee of non-departmental public bodies earning over pounds 150,000 have been put online by the Cabinet Office.
A Cabinet Office spokesman said: "The number of non-departmental public bodies has fallen from 857 in 1997 to 827 in 2007.
