National Commissioning Board

A body set up as part of the restructuring of primary care in the UK, for the dissolution of primary care trusts (PCTs) and strategic health authorities (SHAs). The NCB is designed to provide national leadership for quality improvement through commissioning, helping to standardise best practice through guidelines, designing model contracts, tariff and financial incentive models and involving users. 

National Commissioning Board duties
• Commissioning dentistry, community pharmacy and primary ophthalmic services;
• Calculate practice-level budgets and allocate these directly to GP consortia;
• Holding consortia accountable for stewardship of NHS resources and for outcomes of services they commission;
• Take over the Care Quality Commission responsibility of assessing NHS commissioners.

WHEN THE Government announced the replacement of Primary Care Trusts (PCTs) by a National Commissioning Board for the whole of England, the optical sector welcomed the move.
Clinical Commissioning Groups, through which GPs commission secondary care, and the National Commissioning Board which will commission both primary care, essentially provided by GPs, but also healthcare within prisons should equally engage with this issue.
The bill also removes responsibility for health provision from the Secretary of State for Health, moves public health out of the NHS and into local government and creates a whole raft of new, costly and complicated NHS bureaucracy such as the National Commissioning Board, Monitor and local HealthWatch organisations.
Dr Charles Alessi and Dr Michael Dixon said they were concerned that new GP-led clinical commissioning groups will find themselves under the control of a National Commissioning Board, in place of the primary care trusts and strategic health authorities which are being abolished to grant frontline workers more autonomy.
This was done with a view to achieving a smoother transition of responsibilities to the CCGs and the new overarching commissioning body, the National Commissioning Board.

The Government said it had listened to the concerns and made amendments, such as placing commissioning of maternity services with GPs instead of a National Commissioning Board and allowing a "longer and more phased transition period" for some reforms.
On the supply side, ministers will back off from micro-managing the NHS and a national commissioning board will take over.
