Disposing of DEHP ballasts in a
municipal landfill is not recommended because the DEHP in ballasts is a liquid contained in a metal capsule that can rupture or rust.
It is certain that unless the Superfund program as applied to municipal co-disposal landfills is modified, Superfund and its unwilling municipal and business participants will be financially overwhelmed by the huge number of
municipal landfills and the massive volumes of waste that must be addressed.
To date, EPA says, one-quarter of all monitored
municipal landfills in the United States are leaking their contents into groundwater.
The site occupies 20 acres atop the recently closed Urbana
municipal landfill. Created through an intergovernmental agreement with the nearby community of Champaign and the surrounding county, this facility represents a cooperative solution to a regional problem.
It was constructed at the site of the former
municipal landfill, known as the Corn Hill Road Landfill.
