Level-3 sex offender

A convicted sex offender, defined by US law as a person who has been determined by the evidence reviewed in the sentencing court to have a high risk of re-offending. Level-3 sex offenders should not be released from prison, but if they are, the community to which they move must be notified by law, for as long as the offender lives.
