|Practitioner||The person who is clinically responsible for the medical exposure, and thus has full knowledge of the benefits of the proposed exposure|

The regulations define those who refer, take or make a clinical decision that radiographs are required for diagnosis, and that the use of X-rays is in the patient's best interest; podiatrists may be categorized in any category according to their job requirement.
