It is perhaps easier to answer this question through what philosophers call contrastive definition: depletist, or anti-green, technology is any that works by means of net resource loss.
Clearly, technologies that depend on resources that cannot be renewed, at least at current levels of ingenuity--fossil fuels, for example--are thus structurally depletist. There is no such thing as a viable green option here; even hybrid forms only slow, rather than stop or reverse, the permanent consumption of the resource.
