Absence of the radius, or, less commonly, the ulna, in a neonate which results when soft tissues, acting as tension bands, pull the wrist entirely off the end of the ulna; the defect may be associated with congenital heart disease and blood dyscrasia—e.g., Fanconi’s anaemia
