1. existing and ready for action, but not active.
2. the work per unit charge necessary to move a charged body in an electric field from a reference point to another point, measured in volts.

the electric potential across a nerve cell membrane before it is stimulated to release the charge. The resting potential for a neuron is between 50 and 100 mV, with the excess of negatively charged ions inside the cell membrane.
