plastic bullet

A non-lethal projectile fired from a specialised gun and intended for crowd control. Plastic bullets were developed by British security forces to replace rubber bullets, which ricochet unpredictably and are associated with a greater number of fatalities than plastic bullets. The bullets weigh 130 g, are meant to be effective at 3 to 6 metres and are shot into unruly crowds at or below waist level.
