In July, the GAO issued a Q&A to provide additional implementation guidance, extension of the effective date, addition of the grandfather clauses and more planned changes. Grandfather clauses, literacy tests, secret organizations, and poll taxes were among the other problems various groups faced. But since the amendment is dependent on judicial interpretation, many Southern states at the time used unreasonable measures such as poll taxes, literacy tests or grandfather clauses to hinder newly emancipated slaves from voting. |
