Jamaica didn't achieve independence until 1962 and was still a British colony when Frank, his brother, Ken, and two other trade union leaders, Richard Hart and Arthur Henry - together they were known as The Four Hs - were put in a British army camp in November, 1942, on the orders of the then governor of Jamaica, Arthur Richards.
Things were moving fast - in 1944, for example, just two years after The Four Hs had been jailed, all Jamaicans were given the right to vote.
He had been one of the founding members of the PNP and was highly-regarded by its leader, Norman Manley, but in 1952 - against a backdrop of paranoia and scaremongering about Communists ("Reds under the bed") - the right wing of the PNP helped force out The Four Hs who, after a tribunal, were asked to resign from the party or be expelled.
