a situation of indecision and vacillation in which the individual is confronted with two equally unattractive alternatives.

avoidance-avoidance conflict

a conflict resulting from the confrontation of two or more alternative goals or desires that are equally aversive and undesirable. Also called double-avoidance conflict. See also conflict.
