In the United States, federal law now requires every state to appoint a bicycle coordinator and each state and metropolitan area to have a long-range bicycle plan; state and local governments also have new flexibility to provide
bicycling facilities with much of the federal fundin formerly reserved for high-ways.
Over one sixth (17%) of the students surveyed indicated that they had not received any instruction about
bicycling safety and rules of the road (BSRR) from either their parents or a class.
But Eugene's reputation in the
bicycling world has slipped.
Where roads are poorly maintained or nonexistent and cars are expensive,

Following the strong direction from the president and the vice president, government agencies have begun to view
bicycling as a serious part of our national transportation system.
Florida's 1992 bicyclist death rate of .79 per 100,000 population is the highest in the nation, nearly three times the national rate of .28.[23] Some 28 Florida bicyclists younger than age 15 were killed resulting from collisions with motor vehicles in 1992 and 2,418
bicycling children injured from motor vehicle collisions including 146 cases in the county (Hillsborough) used as the project study site.[23] Hillsborough County, with two other counties, ranks first among all 67 Florida counties in the total number of motor vehicle related bicycle fatalities, and sixth in the total number of motor vehicle related bicycle injuries to children younger than age 15.[23]
