an enzyme catalyzing formation of ureidosuccinate (N-carbamoyl-l-aspartate) and orthophosphate by the transfer of a carbamoyl moiety from carbamoylphosphate to the amino group of l-aspartate; participates in pyrimidine biosynthesis.
