The principal reason why there have been so few maritime insurgencies is that in very few places around the world has political conflict coincided with favorable
maritime geography. The main campaigns have taken place around Sri Lanka, parts of Southeast Asia, and off the Levant; lesser campaigns have occurred around the Arabian Peninsula, Cuba, and Nicaragua.
The enabling conditions like favourable
maritime geography, political instability resulting in absence of rule of law and presence of safe havens ashore have all contributed in mushrooming the menace of piracy.
