A spokesman for the Crown Prosecution Service said: "At a hearing on November 19, 2013 at Teesside Crown Court, the murder charge against William Tomlin was discussed.
Speaking at Prime Minister's Questions, he said: "The Director of Public Prosecutions has confirmed that his principal legal adviser will again review the papers from the time when a case was put to the CPS (Crown Prosecution Service) for prosecution.
The Crown Prosecution Service (CPS) said all four have also been charged with conspiracy to obtain and accept corrupt payments.
