Whitley system

A compensation system that developed from work done by JS Whitley in 1916, which provided the framework for pay, terms and conditions for UK government employees, which was used for nearly a century. The NHS adopted it in 1948 and despite wide criticism, did not replace it until the introduction of pay bands in 2004.
