ALL this month I'll be accepting nominations for the Golden Septa Awards.
Modern Times Group of Sweden publishes most of them, and brought the idea to the United States through Transit Publications in response to a request for proposals (RFP) SEPTA issued last summer.
Unfortunately, SEPTA has announced it intends to appeal the decision to the U.
