Public Almshouse An institution that evolved in England at the time of Henry VIII when the Catholic Church was replaced by the Church of England. The poor and underprivileged were cared for in the church-controlled abbeys under Catholicism. As the abbeys were dissolved, municipal and county governments became responsible for providing food, shelter, and medical care for the poor, homeless, and sick.
