While the production possibility frontier shows the maximum amounts of output that can be attained for given quantity of available inputs, technical efficiency characterizes the relationship between observed outcome and the potential outcome that could be obtained from a given level of inputs employed (Farrel, 1957).
In short, for any combination of goods produced--that is, for any point on the production possibility frontier of X and Y--there is an efficient locus of consumption to which A and B will be led by trading.
In 1928, the Soviet Union was at a point like D inside its production possibility frontier (PPF).
