needs assessment

A term for determining health or social needs, which is the early and essential stage in developing services for a person or population. For an individual, it is a process by which health and social care professionals assess a patient’s risks and needs, and determine what he or she needs to maintain life at a certain standard.

For a population, needs assessment is a process by which a commissioning group—e.g., a primary care trust or a GP commissioning group—uses information to judge the health of its population and determine what services are needed to meet maintain and improve the population’s health.

An analysis of what is necessary to solve an administrative or clinical problem, and what resources must be used to accomplish the task.
