Given the present state of knowledge concerning each of the four classifications of genetic manipulation (somatic cell gene therapy, germ-line gene therapy, enhancement genetic engineering, and eugenic genetic engineering), the author concludes that the line presently should be drawn broadly at not carrying out any form of gene therapy; the exception would be in specific cases which already have been carefully evaluated.
The Research Involving Embryos and Prohibition of Human Cloning Bill 2002 bans (among other things) reproductive cloning (penalty 15 years jail), SCNT (penalty 10 years jail) and germ-line gene therapy (penalty 10 years jail).
If germ-line gene therapy can provide true cures for genetic disorders and prevent transmission of diseasecausing mutations, its development, application, and refinement are not only justified, but imperative.
