The Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings, or GRH) accelerated the date for removing OASDI from the Federal Budget to 1986, but provided that the trust funds would be counted in meeting the GRH deficit targets through 1993. The comptroller was supposed to determine for the President how mandatory budget cuts would be distributed if federal spending for a given fiscal year would otherwise have exceeded limits specified in the GRH law. The GRH law states that until all legal challenges are resolved, its provisions -- including cuts -- must be implemented. |
