Drug Paraphernalia
As defined in a regulatory context, drug paraphernalia includes any instrument or implement or combination adapted for administration of controlled substances—e.g., hypodermic syringe, needle, metal or plastic (snorting) tube—under circumstances which reasonably indicate an intention to use such instruments for the purposes of illegally administering any controlled dangerous substance
