This is due to high economical progression of a under developed and developing countries progression of developing countries and some extent to under developed countries progress of both under developed countries and developing countries}.
That means developed countries committing to hard emission targets that add up to at least 40 per cent below 1990 levels by 2020 if we want a reasonable chance of keeping warming below two degrees.
If the whole issue of global warming is reduced to curtailment of carbon emissions from energy use, it must be said that developed countries have used fossil fuels extensively since the industrial revolution to develop their economies and it is unfair to ask the developing countries including China and India not to do so while no alternative is available to them.
