Click on Data and Validation to bring up the Data Validation dialog box.

Pam Luedtke, a CPA from Middleton, Wisconsin, suggested another way: With your cursor in the cell in which you want to attach a comment, click on Data and Validation, bringing up the Data Validation box (see screenshot below).
