The situation in which the ethnic Chinese in Vietnam were living underwent dramatic changes in 1978 with sweeping economic reforms involving the abolition of private trade and a currency reform.
As during the process of normalization, the problem did not seem to be related to the ethnic Chinese in Vietnam but to the fate of those who left for China in the late 1970s.
After all, in the pre-1975 period the ethnic Chinese in Vietnam was not an issue of dispute in bilateral relations between the DRV and China, but that issue became the focal point of the diplomatic row between the two countries in 1978 and the ethnic Chinese in the North of Vietnam were particularly caught up in this conflict.
