| The shenanigans that took place on the floor of the House in the wee hours of July 27/28 in respect to the CAFTA vote ("Vote-buying and Arm-twisting," August 22 issue) resemble the same kind of shenanigans that took place in the U. CAFTA would create a free-trade area between the United States, the Dominican Republic, and five Central American countries--Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua: Its supporters say it would make more than 80% of U.
