From 1989 through 1998, BPPC held a right of monopoly over the distribution of cloves from farmers to cigarette producers and exercised the right by purchasing cloves from farmers through KUDs (village cooperatives).
As an illustration, the price of cloves when BPPC was still active was only Rp 2,500-3,000 per kilogram he labor wage was Rp 15,000 per day.
For the period of January-September 1997, BPPC (the Cloves Marketing and Bufferstock Agency) distributed a total of 86,733 tons of cloves to cigarette manufacturers with the following breakdown: 46,500 tons (54%) to large-scale cigarette manufacturers; 30,156 tons (35%) to medium-large scale ones; 7,035 tons (8%) to medium-scale ones; and 3,042 tons (4%) to small-scale cigarette manufacturers.
