historical significant non-complier

A term used by the US Environmental Protection Agency and public health officials for community water systems and nontransient noncommunity water systems that do not comply with one or more drinking-water standards, related to monitoring and reporting, maximum contaminant levels and maximum residual disinfectant. HSNCs range from 1% (Texas), 39% (Alaska and Puerto Rico), to 58% (Arizona).
